Framerate on all games experiencing an extreme decrease from past experience

whenever I start up any game that would normally run pretty well on my PC it experiences extremely low frames per second, going from 70 - 100 (before the issue) to 10 - 20 as of now. I suspect the problem may be because of the recent installation of Ultimate Marvel Vs Capcom 3, however this may also be an issue that has been a long time coming.Whenever I load up a game, my GPU activity & render activity shoot up to 99% usage while my CPU activity remains low at 15 - 35% which has led me to suspect my issue is of a graphical nature.ATTEMPTED FIXESUpdating graphics driversAdjusting in-game g
