FPS problem

Hi so randomly every 45 seconds to 5 minutes, I get this random FPS lag, it's not a framerate drop, but a distortion that last for about 15 seconds then reverts itself back to good FPS, my laptop has good performance, but this happens at random times. Please help.Basely on FPS:

term for this FPS problem is "FPS distortion", so don't get confused with my term.
