FPS change when restarting windows 10

I recently discovered that restarting my laptop causes the FPS in games to fluctuate significantly. The CPU runtime doesn’t seem to have any effect on this. What I mean by "fluctuate" is that the FPS can either increase or decrease with each restart. Here’s a basic example:Initial boot-up:FPS: 50-551st restart:FPS: 30-452nd restart:FPS: 60+However, the FPS values are never consistent.
