Many people experienced same trial and error, finally I have some conclusions below
Simply put if you can find the Hardware Keyboard menu from your language IME such as
Korean Keyboard (101 Key) Type, etc. instead of English QWERT, then it will happen in the same manner.
However Japanese or Chinese Language is using English Keyboard instead local keyboard, it does't happen.
I am wondering why Microsoft doesn't fix this problem from global version which has own keyboard options.

It only happen on Korean language but not happen on Japanese or Chinese language
Difference between Korean vs. Japanese or Chinese is Hardware Keyboard Layout,
Simply put if you can find the Hardware Keyboard menu from your language IME such as
Korean Keyboard (101 Key) Type, etc. instead of English QWERT, then it will happen in the same manner.
However Japanese or Chinese Language is using English Keyboard instead local keyboard, it does't happen.
I believe other language which has own Hardware Keyboard, it will cause same problem.
Because it's binary option which belongs into Windows IME pack, you cannot change Korean Keyboard to English.
However I still don't understand, why it happens on Outlook Subject or Skype, because Outlook body and Word, Excel is properly check English proofing even though I am using Korean Language and Korean Keyboard.
I am wondering why Microsoft doesn't fix this problem from global version which has own keyboard options.
- It also happen in Skype in the same way to Outlook subject.
Excel, Word, and body of Outlook are all fine though.
