Forgot Windows Vista Password

I have a Dell Inspiron laptop that I haven't used for a few years. It has some photos and videos on it that I wanted to retrieve, but I can't remember the login password. Is there a way to reset the password without buying a program that will let me do it? I know about the reset disc/USB, but everything seems to require that I spend at least $20 to download a program. Thanks.
