For some reason this file keeps opening up everyday at 5:38 pm. It won't allow me to delete this file please help.

I downloaded Pdfprosuite. I didn't care for it so I uninstalled it. But this cmd file keeps opening everyday at 5:38pm. Windows will not allow me to delete file. Say I need permission from trustedInstaller to make changes.I inserted a picture of the message windows sends me.Please help
