fix Microsoft store apps keeps re-installing when they are already installed

There may be a case when going to the Microsoft store, when checking for updates, updates gets installed. If you check for updates again or if you click on a certain update like the extension update, it will start to install again. For me, I created a new user account or did a repair install of Windows 11, but did not fix the issue.
