Files won't delete, says they are in another program

[Windows 10]

I wanted to delete the folders in multiple flash drives and I am getting quirkly behavior.However, one folder just one delete. It says it is open in another program.IT ISN'T OPEN IN ANY OTHER PROGRAM.Also, I can't try reformatting the flash drive.MICROSOFT NEEDS TO STOP BEING INCOMPETENT. I just want to delete folders and I it is become a project. This is such a stupid problem.
