File System Error (-2147219195) when using wsreset or opening photos

Originally I was attempting to solve a problem where I would get File System Error (-2147219195) when opening the photos app. One of the solutions I tried was to use powershell to uninstall the photos app and then reinstall it through the Microsoft store. However, the Microsoft store does not open and any time I try to run wsreset, I get the same error (File System Error (-2147219195). I've tried Repair/Reset in the settings for both the Microsoft store and the photos app and neither of those solved the issue. Additionally, all of the other fixes I've found online don't seem to fix the problem
