File Explorer never opens as instructed in Windows 11

I like my windows to open maximized typically and had them set as such in W10. I recently upgraded to 11 and now FE refuses to open as instructed. It owns in a "normal" window. I've right clicked and changed the properties to both "Maximized" and "Minimized" and no matter what it still opens as "normal".I've tried maximizing it and then holding shift and clicking the X to close and that didn't work. It also doesn't remember its last state. If it's maximized when I close it it open in a normal window every single time.
