file explorer download says working on it

Hi everyone. I have checked for malware, reset the file explorer and a host of other things I found on sites to fix this issue. Can anyone suggest something that will work? Thanks so much! Edit: I followed these steps as well, but I did not see a files and folder troubleshooter.
