File Explore: Not Responding.

I've done 1)clearing the File Explorer cache, 2)Using CMD to scan, 3)uninstalling the display driver and restarting, 4)killed and restarted file explorer in task manager 5)used SFC and DISM. What else should i do? The File Explorer opens saying "working on it" and proceeds to white wash the screen saying "not responding". And clicking on video file for 2 times and it opens after 38 seconds only to freeze up for a minute for every 5 seconds.
