The Favorites List option from the Menu Bar isn't displaying any favorites. The favorites ARE there in the User Profile Folder (they are redirected and visible offline), they are there when you click the Favorites star button, and they are there in the Organize Favorites menu.
See this image for better clarity (see how there's nothing under Organize Favorites, there's supposed to be Favorites there)
So far I've tried:
Uninstall IE11 from Windows Features -> Reboot -> Reinstall IE11 from Windows Favorites
Delete User's Windows profile and recreate it
Reset IE and reboot (both ways)
