"Failed to enumerate objects in the container. Access is denied."

This is a pretty frequently asked question / the problem happens to a lot of people. I have a special case of this where the usual fixes don't work.The scenario: I want to copy the DLC for Starfield per the standard solution ("This save relies on content that is no longer present. Some objects may no longer be available. Continue loading?" - Steam - Starfield - Bethesda Support). This is on a new machine - fresh bare metal install of Windows 11 Pro, nothing else on it but Xbox app. This has worked perfectly before.This time I'm getting the "failed to enumerate" problem, and "access is denied"
