Factory reset error

[Windows 10]

After a factory reset i simply do the steps to make a new account and desktop,But when i get to the tab "Basics" There's a blue screen and words on it that say Something went wrongBut you can try againAnd thats it except the try again button,Theres no MSA under the text,Nothing literary ive been searching on the internet thinking its an easy fix,But its very hardIf anyone would help me i would thank them really.Thank you!
