extreme FPS stutters in games

Ive been getting extreme fps stutters in games for the past month, i have already disabled gamemode checked for any viruses, updated my nvidia driver, updated windows nothing has helped the games i play are small indie games (ultrakill) the minimum requirement is a GeForce 9800GT and i have an rtx 3050 laptop? i want to find out whats causing this issue and fix this god forsaken lag it happens every minute or so goes from around 120 fps stable to 30-20 fps (Gpu is Nvidia 3050 Cpu amd ryzen 6800h)(forgot to add but im using windows 11 home edition 1 language )
