External Mouses Suddenly Stop Working After Several Plug-ins

After a random number of plug-ins, the external mouses don't move the cursor or click anymore and I have to restart my laptop. Sometimes it happens from the first plug-in, other times it takes ten. It's been at least a year of this happening.This has happened with two different mouses from two different companies (Razer and Logitech), so it's definitely not a problem of the mouse.Other mouse functions still work somehow. For example, adjusting cursor speed by a predefined button on the mouse, or the mouse's RGB lighting. Scrolling doesn't work, so it seems the functions that do work, are relat
