External Hard Drive No Longer Being Recognized

I have a Seagate External Hard drive that neither of my laptops recognize when plugged in via USB. The drive will run, I can hear it spin up and running. I dont hear any clicking, beeping or anything out of the ordinary. The power light comes on the pcb as well but neither computer recognizes it's been plugged in. I looked in Disk Management and it's not listed either. If I take the drive out of it's enclosure and remove the pcb and plug it in to a Sata to USB cable my computer will recognize the drive in disk management but I get a "Unknown, Disk Not Initialized" message.
