External drives for BD/CD/DVD not working properly

My USB-connected devices (2) will not play movies properly. The first device is an HP dvd-cd drive that does not play DVDs. All that is displayed is confetti and garbled sound. The second device is a Matshita bd-dvd-cd drive that will play bd discs but the sound is also garbled. Again, It will not play a dvd with the same results as the HP drive. I have tried several disc programs from “Any DVD” to “Leawo DVD/BD” players. All are supposedly for use with any of the movie discs we have. I have tested the discs on a separate system (an older HP with a BD drive installed internally) and a dvd play
