Explorer folder always scrolls to the top when moving files

Using windows 11, when I want to organize some pictures/videos, I am finding that the folder will scroll to the top. Here is the scenario.I have two folder windows open. Each has hundreds of folders and may contain thousands of files. My first window is where I have all my photos (thousands of them). I will click on several photos and cut/paste them into a folder in the other window to move them. When I do this, the 1st window will scroll all the way to the top.
