Explorer.EXE sometimes crashing and restarting when I drag windows between display 1 and 2

As the title says. when i drag a window over from either display 1 to 2 or vise versa explorer crashes and restarts and some apps in the system tray closes. i've been searching for others with similar problems and have tried the SFC & DISM commands, updated all drivers and bios.

In the event viewer this shows up:
