explorer.exe on crash loop, error code 0xc0000409 on Windows 10

Hello all,I've had an issue for the past 48 hours with my PC. It starts when I login and the login takes noticeably longer (20 seconds vs. the normal 3). Then, once on my desktop, the desktop icons and taskbar flash repeatedly, making them unusable. The only thing I can open is the Task Manager through the shortcut, and then I can access some things.
