excel (not 365) not working correctly on win 11

I have two different laptops with win11 and real MS office installed, both relatively new and pretty high-end. One is an HP with Win 11 Home and office 2019 pro; the other is a Dell with Win 11 Pro and office 2021 pro installed. This problem is affecting all users on both systems in both new files and imported old spreadsheets. BTW, I've uninstalled office 365 on both machines as instructed by the office vendors ("official" MS suppliers)Basically, none of the worksheets in any spreadsheet on either system (different OS and office versions) have a border, menu bar or the min/max/close buttons
