Every time I turn my volume up or down, it completely turns my sound off and I have to wait 30 seconds.

How come every time I turn my volume up or down, even if it's just one click higher or lower, it completely stops making sound (when the audio keeps playing) and I have to pause the audio for 30 seconds and unpause it for my sound to work again. I've contacted 4 Microsoft agents about this and none of them have been able to solve my issue.
