every time I try to add a Microsoft account and the access it says that the account or password is incorrect

I'm trying to add a new user to a PC. I create a new user and a @outlook email address for the user then when I try to login as that user, I get an error it says that the account or password is incorrect. I have done this 3 times with three different new email accounts and each time it results in the same issue.
