every time I try importing photos from my iphone to windows the photos app always gets stuck on "looking for new photos and videos".

when I try to import then it gets stuck on looking for new photos and videos. It says it found 1 image and continues to play the animation and wont let me cancel unless I fully close the photos app, I been having this problem for a few months I tried the method of resetting the app and repairing it and the PowerShell method and nothing works.
