Every time I select a language it goes to a loading screen and then back to the same question.

I’ve been having numerous problems with my laptop (was stuck on updates and wouldn’t leave the loading page, wouldn’t open anything but Microsoft Edge… not even settings etc.) and finally decided to just wipe it, and then restart it. So every time I select my language and then go through the time zone etc. it opens to the Why Did My PC Restart? page where it says to click next, to which I do… it loads, goes to the Asus black screen and then opens back to the language page.
