Every change and update resets on restart

Just started today for some reason my pc is unable to make any changes that last any setting changes, updates, settings nothing I do stats and resets back to how it was yesterday I have to re log into everything nothing stays I’ve tried every solution I can find I can’t reset the pc I can’t safe boot I can’t do anything please help
