Ever since I updated to Windows 11, whenever I move something to a subfolder in a folder tree it always jumps. How would I fix this?

This issue has never happened in Windows 10 before, it only started happening ever since I got to Windows 11. When I download something, it goes straight to the Download folder. And when I want to move it to a subfolder, I open the folder tree so I can move it there from the downloads. However, when I move the file to one of the subfolders, it'll jump up or down, and I'll have to scroll or reopen the folders on the right. It does this randomly, does anyone know how to fix this? I attached an image of which part I'm talking about since I'm not too familiar with the terms.
