Ethernet connection to modem cannot get an IP address assigned to my PC

[Windows 10]

I have my modem right next to my PC so i tried connecting an ethernet cable from the LAN port directly to my PC. Even though connection works, no internet is getting through and the troubleshooter says "Ethernet dosen't have a valid IP configuration". connected the ethernet cable to my laptop and got the same end result, so it's not a hardware issue
