Error when trying to add the windows mixed reality fod package in powershell

I've been trying to install windows mixed reality using the method in the link: Install Windows Mixed Reality in offline environments and WSUS - Enthusiast Guide and when I tried following the Dism command in powershell I get this error: FOD : The term 'FOD' is not recognized as the name of a cmdlet, function, script file, or operable program.
