Error message when attempting to add Yubikey MFA to live.com account

Hello -I am using Google chrome browser (Version 92.0.4515.159 (Official Build) (64-bit)) and I get this message when attempting to add my yubikey as a MFA token.We couldn't verify your identity or you are using private mode. Please ensure you are not in a private browsing window and please try again.I've added Yubikey to dozens of accounts. This is the only one that has posed a problem.Any ideas on how to resolve this ?Thanks.
