Error message 'couldn't connect to the Group Policy Client Service'?

Hi, When I turn on my computer, I get an error message which says 'Windows couldn't connect to the Group Policy Client Service and this prevents standard users from signing in. As an Administrative user, you can review the system event log for details about why the service didn't respond.' Does anyone know how I can resolve this as I am unable to use Word? Also on start up and waking up, my laptop won't respond for perhaps 5 minutes and the system uses 100% CPU on disk C.Might these be connected?Thanks for your help.
