Error: I can move my mouse and open applications but the panel within the applications are frozen.

After a while of using my computer (for either watching videos or playing games), eventually when I try and click on a button or text box or anything that might open a new window or change the current window nothing happens. I have the ability to flick through applications and web tabs that are already open but cannot open anything new. Also when I try to either shut down the computer or Ctrl + Alt + Del to get into the task manager, the windows task bar stops working and I have to manually shut down the computer. Is there a fix for this that doesn't involve rolling back to an earlier version,
