Error: "Family and other users" auto-closes.

After tapping it in "Settings", Windows flashes a green screen, then functions normally, but doesn't open the "Family and other users" functions I can use Run command to add user account. But this Settings function not working is frustrating.Grateful for any suggestion that can put this right. Many thanks
