[Windows 11]

Hi, I have Windows 11 installed on my wife's laptop. It had a problem when Photoshop Elements 2020 was installed, it didn't like it and crashed out completely. I ran the Microsoft Repair and it re-installed Windows, and everything seemed OK. I have re-installed all her apps, and a brand new Photoshop Elements 2025. The problem I have is when I click on Start and then Settings, they do not open and I get the error message "Instructions at 0x00007FF834F9C003 referenced memory at 0x0000000000000010.
