Error code: 0xc0000034??

Hi, I had wanted to factory reset my laptop. but it was stuck at a percentage, so I tried to turn it off, then when I did that I got the error recovery screen so I did the 3 to 4 times hold the power button nothing had shown not even the windows logo. so I tried shift plus F8 it didn't work I need help, if someone could help?
