Error 2 when trying to manual start windows installer service.

I recently got this G8 Elitebook, and i have ran into multiply issues with windows, and just as i thought i got it all figured out, i wasnt able to start windows installer service. When i tried to manual start it, i would get a message that included, windows could not the windows installer service on local computer and error 2 item could not be specified. This computer is a refurbished, and it has windows 10 pro, i could not find this issue anywhere else. I think its because i dont have C:\WINDOWS\system32\msiexec.exe /V, which in properties says it is path the executable, i wasnt able to find
