Error 0xc0000022

I'm using Windows 7. After the last windows update, I can't access my Downloads folder from the Favorites tab. I tried System Restore but it was unsuccessful and the error shows 0xc0000022. I also ran the cmd.exe and did the sfc /scannow but it says there's no integrity violations. Is there any way to solve this?
