Error 0xc0000022 issue

I recently changed email addresses and because of this, I decided to change computer users and remove my old one. I reinstalled everything I had on my old user account, but some of the apps I had won't start and instead pop up with 'The application was unable to start correctly (0xc0000022). Click OK to close the application.' I was confused so I decided to resort to the internet to resolve this issues but no matter what I did, the error message still popped up.
