Error 0x8029040e when setting up PIN

[Windows 11]

I just installed a new CPU and after booting I can’t use my PIN. In the settings it says it’s not available to me. After deleting the NGC folder to try and make a new PIN, I get ERROR 0x8029040e when submitting my new PIN. Please help, I have tried browsing many articles
