error 0x800703f1

[Windows 10]

I cannot update windows. I get error 0x800703f1 I've looked at the answers in the chat and no one has given the correct advice and from what I can see. It has been years of trying to figure this out. Please don't tell me to run Troubleshooter. It does nothing. I cannot even reinstall windows as I it won't allow me. I get a failure notice. With this problem I cannot even upgrade to Windows 11. Who here can help??? Is there even a microsoft support Number???
