Error 0x8007017E Operation reserved for connected cloud sync

I am trying to move videos and photos from my phone (they were taken by my phone) to my laptop. I can't. I get the above error instead. How do I fix it and get the files off my phone? I've tried it through Windows' file system, the phone's file manager, phone link/link to windows.... I can't get them off. Please help. What do I need to do? I shouldn't need to go to the cloud for this.
