Error 0x80070005 on troubleshooting attempt

I have been blocked from making any changes on my windows 10 and edge and chrome won’t open. It says admin has blocked this action process iexplore.exe folder %favorites%\Links\..? Virus scans and MRT haven’t picked up anything malicious but obviously something weird is happening
