ERR_CONNECTION_REFUSED, Cannot access certain websites

[Windows 11]

I have seen this question asked before but no answers.I have tried the firewall adjustments below and there are still some websites I am getting an error message for.This site can’t be reachedlark.csqrcloud.com refused to connect.Try:Checking the connectionChecking the proxy and the firewallERR_CONNECTION_REFUSEDI need to be able to access the above website for business purposes ASAP.
