Endless Loop: Authenicator Signed Out-Need Authenicator to Sign In

I purchased a new phone and Microsoft Authenicator is now signed out. When I try to sign in, after entering my business email and PW it asks for an Authenicator Code (Why?). I do not have option to sign in another way. I guess I did not set it up so it doesn't offer to me. When I call the Microsoft number they won't talk to me without a case number. I can't sign in by business account to create a case because it again asks me for an authenicator code. I created a new microsoft account to submit a case they asked for a support plan. The least costly option if $499. I am a one person bus
