Emails from DB sticking in Outbox

Hi All,

I have an issue with Outlook 365 (2016)

Sending emails is fine, except when I get an email to send that goes from an access database, the database creates a small PDF to send (around 16 KB) these emails always get stuck in the outbox and won't send.

If I recreate the email manually and add the attachment it sends without issue

I have checked all addins nothing disabled and the same addins as all other users

Other people use the same DB and they do not get the same problem, their emails from the DB go straight out.

Outlook is connected to Exchange plan 1

I have done a quick repair and then a full repair on the office install, which made no difference

I have created a new profile, again this made no difference, can anyone think of anything I may be missing?
