Elite Controller Series 2 paddles not working on windows 11

After upgrading to Windows 11 the paddles on the Elite controller no longer register as clicks in the windows game controllers app, nor can be bound in games. Updating / reinstalling xbox accessories, drivers, and updating firmware did not solve the issue.
