"Efficiency" mode not just crippling Chrome in Windows 11

I work remotely via Citrix Workspace and - only recently - have been regularly reduced to screaming in frustration at my supposedly powerul laptop (a Dell XPS 15 9520, i7-12700, Dell Bios 1.18.0, 64GB RAM, Nvidia GeForce RTX 3050Ti, Win 11 Pro 10.0.22631 Build 22631), as it slows to a crawl and takes long, random pauses. The only change I can see is the introduction of "Efficiency mode". I don't remember seeing this befoire, and it WILL NOT allow me to disable it. I see in one response that this is "by design", but it's not explained. Stunning arrogance. *I want to turn it off*. How can I?
