ECHO sample kernel mode driver install failure with devcon.exe

I am trying install ECHO sample kernel mode driver provided my MSFT samples using devcon.exe. When I install sample driver on windows10 it works fine, however when I install same driver on windows 11 I am noticing below error in windows event log , though installation is successful and driver is in running state. “ROOT\ECHO\0000 had a problem starting. Problem Status: 0xC00000E5" Can you please help resolve this issue? What has been changed in win11 that could cause this issue? Is there a way to avoid it?
